Therefore Bachelor of Social Promotion would be formed as a research community, but also as a community educator and organizer. 
This project was studied for a few months, then in February 1987 the Faculty Council headed by Magdalena Gómez Rios (Dean of the Faculty of Education) informed the university community the status of the ten curricula in which the faculty was committed , among which was that of Social Promotion, but considering the processes that are living in the Latin America at the time, the recommendations of the designated ICFES and visited the University in December 1986 Evaluation Commission, and their own internal discussions, the name was changed to Bachelor of Community Promotion, plus this expanded job opportunities for graduates. Since the Agreement 076 July 3, 1986 the Supreme Council had authorized the opening and ICFES operating license granted by the Agreement 181 of October 22, 1987. 
In January 1988, the first semester of the Bachelor Program began in Promoting Community Directorate Gustavo Vargas Giraldo and Coordination Libardo José García Gallego. By resolution 082 of November 1, 1994 the Superior Council authorizes opening and ICFES assigned code 45145. 
In 1995 consolidates Promotoría Community Development Program, open enrollment and initiate academic activities. It is under this program that the University of Quindío and the Colegio Mayor de Bolívar sign the administrative agreement in 1998 that can offer graduates in Social Promotion of Technology who had completed six semesters at Cartagena de Indias, the cycle of professionalization (four semesters) to obtain the title of Promoters in Community Development. This agreement were discharged two cohorts, a total of fifty-two (52) promoters.

The first class graduated in 2002 which consisted of students who had entered Promotoría Community Development and made an extra semester to get the title of Professionals in Social and Community Development; total of eight promotions and graduated last graduated in 2006.

The Social Worker will perform in organizations, institutions or groups of people which foster community development and social development, through collective actions that lead to the welfare and enhance the action of individuals and groups. In that sense his work is done with: 
State Institutions: Research, generation, evaluation and implementation of public policies aimed at improving the quality of life, participation and organization of the population. 
Private Sector Institutions: Design and implementation of programs and projects of social impact in education, health, housing, infrastructure and production. 
NGOs: Promotion of social actions that move towards economic-productive community development, intervention in the public sphere and control over the performance of the other actors. 
Popular Organizations: Development for research on the social micro-, generation and execution of proposals for dealing with the problems, through joint action-state institutions and population-evaluation and systematization of such actions.
